`space::irbem::OpdParameters`

Everything the evaluator needs for one epoch and one driver triple, in the lane's scalar type.

As with T89Parameters, the float instantiation is not a convenience: the device kernel receives these as float, so the host lane verified against it must round them FIRST — the scale, the ring coefficient and the quiet set alike — and then evaluate, or a disagreement between the two lanes cannot be attributed to the device. opd_parameters builds both.

Template parameters

`T`	the scalar type; `double` for the reference lane, `float` for the device-mirroring one.

The quiet field's published set — T89 Table 1, Kp = 0, 0+ — whose a_rc and d_0 also fix the Dst-driven ring's geometry.
