The means and dispersions that turn a raw driver into the paper's normalized parameter, A~ = (A - <A>) / sigma_A — eq.

(3), with the four rows of Table 2.

A struct rather than two arrays so that a caller who wants a different set — see om97_normalization_measured — passes one object and cannot pair a mean with the wrong dispersion. Kp here is the paper's numeric Kp (0..9, with 3- as 2.7), not the Kp x 10 of IRBEM's driver vector; the entry points do that division.
